Parking at the University is limited however we are committed to helping provide cost-effective transport alternatives to cars whenever possible.

Message to permit holders

Dear permit holder,

The self-service parking portal for staff and students, operated for the University by Total Parking Solutions, has been suspended. The car parks remain open, but parking charges will not apply until the portal is reinstated. This is planned for Monday 8 April 2024.

The portal has been taken offline due to concerns about some aspects of the platform’s security which are now being investigated. The concerns do not affect financial or payment information in any way, and TPS has assured the University that there has not been a breach of personal information. Colleagues in IT Services are working with TPS to confirm that the issue is resolved, before the portal will be reinstated.

The University takes data protection very seriously, and the steps being taken are a precautionary measure. If you have any concerns about your data, please contact the University’s data protection officer on dataprotection@surrey.ac.uk

Update 25 March 2024: Parking charges have been suspended over the Easter Closure period, and the TotalPark payment portal is currently offline. We anticipate normal charging and portal service will be resumed on Monday 8 April. 

The following message has been sent to all permit holders explaining the precautionary steps we have taken: 

Stag Hill campus

Students with a valid parking permit may park in the West Car Park (by the GSA), the North Car Park (Main Car Park on campus).

Outside of normal permit hours (Monday to Friday, 7:30am – 5pm) anyone can park in the Stag Hill North Car Park.

The Pay and Display car park has changed location and is now called the North Pay and Display car park and is located where the old AQA car park was originally. The old Pay and Display car park has had its entrance blocked off and has been dismantled. It is now part of the North permit holders car park and only permit holders may park in this area.

The Central (formerly Lakeside), East (formerly Millennium) and South (formerly Wates House parking) have changed usage. Anyone who wishes to park in these car parks should now pay to park using the Ringo app. This includes permit holders as well. 

Permit holders will also have the daily rate of £1.75 deducted from their credit balance. Guest bookings for the Central and South car parks can still park in these areas.

Manor Park campus

Students with a valid parking permit may park in the car park behind the nursery.

There is also a pay and display car park behind the Leggett building, guests can pay via the Ringo app. This charge applies to permit holders who will also have their daily car park charge of £1.75 deducted from their account when using this car park. 

Priestley Road

Students with a valid parking permit may park in the Kate Granger Building car park. Please note, this is the only parking area available to you on the Research Park.

Pay and display car park

The University has a medium-sized pay and display car park named North Pay and Display which is ANPR controlled. The fees are as follows:

Our pay and display car parks are cashless. You can pay using:

  • Cards
  • Apple Pay / Google Pay
  • Ringo - via their mobile app or by phone.

The pay and display car park has a 15-minute grace period if you exit up to this time. If you are waiting for a space you will need to add extra time to your ticket to cover this period. The University also has a Ringo Pay to Park facility at the Central and East car parks.

Late pay option

If you have forgotten to pay you can go into the Ringo app and pay up until midnight on the same day. This option is not available if using the machines in the car park.

Hazel Farm students with cars

If you have moved into Hazel Farm and have brought your vehicle with you, you should register the vehicle details with transportsupport@surrey.ac.uk. The detail they will need will be your name, student number, Hazel Farm address and the vehicle registration number.

By registering your vehicle for Hazel Farm does not mean you will also be eligible for parking at the Manor Park or Stag Hill campuses between the hours of 7:30am – 5pm Monday to Friday.

Where can I park?

The University is required by law to limit the number of car parking spaces and to take measures to prevent parking outside those spaces.

Pay as you go (PAYG) permit

With a PAYG permit, you can park in the North and West car parks (not the Pay and Display car parks) for £1.75 per day. This gives you the flexibility to pay for parking only when you use it.

Pay as you go (PAYG) – accessible bays

You should apply for a PAYG accessible parking permit if you have been approved to do so by the Disability and Neurodiversity Team or the Cordell Health Team. The application process is exactly the same as the normal PAYG permit the only difference is you apply for PAYG – accessible bays. Once your application has been approved you should top up your credit balance by using the add credit button. Your account will be automatically debited by £1.75 when the ANPR camera picks up your vehicle exiting the car park.

Student residents’ permit

If you live on campus, you need to apply for a student permit. This will be valid from 1 October 2023 (inclusive). With a student permit, you can park in the North and West car parks, and choose to pay for this 12-month permit up front (£396) or monthly (£33). 

Blue Badge holders

Blue Badge holders will be granted parking for the duration of their blue badge. They will still have to make an application for parking and upload proof to their parking application.

Types of parking permit

Permits are allocated in accordance with the eligibility criteria, to ensure our limited spaces are allocated to those who need it most. The criteria prioritise Blue Badge holders, proven medical needs, caring and childcare commitments, work and course requirements, and access to public transport.

How to apply

You can apply for a parking permit online from the 11 September 2023. All applications will be considered on their merits and parking will not be issued on a first-come, first-served basis.

Application process

Your application will take around 10 minutes to make and you will be asked questions relating to your personal circumstances and course-related need.

As part of the application process you will need to submit supporting evidence which you should gather beforehand. All applicants will need to provide:

  • Proof of address – for example, a recent bill within the last three months, bank or council tax statement
  • Proof of vehicle ownership – for example, a V5C registration certificate (log book) or car insurance documentation.

Depending on circumstances, a scanned copy of a blue badge (if applicable) may be required. No other supporting evidence is required if you hold a blue badge.

What happens next?

The Transport team aims to communicate the outcome of applications within 20 days of when the application is received.

If your application is successful
  • You will be able to park in the main permit holder car parks on each site.
  • You will not need a permit, as the cameras will have a record of your vehicle registration.
  • If you have applied for a Residents' permit, payment will be taken from your registered credit or debit card as soon as your account has been approved, you can view you account here.
  • If you have applied for a PAYG permit, you will be invited to credit your account, minimum top up is £8.75, you must do this before you park on campus or you will incur a fine.
If your application is not successful

The transport team will continue to support you as you consider alternative arrangements. This will include a range of options, such as public transport or other local parking options should you still need to drive.

  • There will continue to be limited parking available in the pay and display car park, which now uses the Ringo app. To use the app, simply download Ringo on to your phone, submit your details and then start your session.
  • You can re-submit an application if you have additional evidence and/or relevant information that you did not provide with your initial application, or if your circumstances have materially changed. The Transport Team will then consider the application as new and you will receive a new decision. You should not re-apply if you have no further information or evidence to provide. However, please note you will have to make alternative parking arrangements while your new application is considered.
  • You can appeal your decision, if you don’t feel the right decision has been made. However, please note that you will have to make alternative parking arrangements while any appeal is considered.

Annual permit round

Each year we will have an annual permit round, which typically takes place during August and September. We aim to communicate the outcome of applications within 20 days of applications closing.

If you join at another point of the year we will aim to communicate the outcome of applications within 20 days of when the application is received.

Re-apply annually

Staff and students will need to re-apply on an annual basis to demonstrate their continual need for parking at the University. The only exception will be long-term medical parking permission for Blue Badge holders.

I can’t login to the Permit System. What do I do?

The permit system is not linked to Active Directory and you will have created an account and password when your originally registered with your University email address and applied for parking. You can reset your password by following the instructions on the front page of Total Park.

Applying for a parking permit

The University has installed automatic number-plate recognition (ANPR) cameras within our car parks to ensure that our limited spaces are available to those who need them most.

Motorbike, moped and scooter users should apply for a motorbike permit so that their vehicle has authorisation to park in designated bays and those bays that are in camera-controlled car parks.

Why we need it and what we will do with it

As part of the implementation of the new parking system from Total Parking Solutions Ltd, we need to ensure that those who apply for University parking are eligible for a permit. As such, we are requesting that all applicants supply evidence of address and confirmation of vehicle details in support of their application. 

The University already knows my address from the staff or student system. Why do I need to provide it again?

The parking system is not integrated with the existing staff and student data systems. Introducing a standalone system that did not rely on integration was a key requirement of the Project Steering Group. As such, we do not have access to your current details held on these systems.

The University has a legal obligation to enforce a parking exclusion zone within urban Guildford. This means that staff and students resident at certain postcodes are ineligible for parking unless strict eligibility criteria are met. We therefore need to ensure that the latest postcode address details are considered as part of any application for parking.

Why do I need to provide proof of car ownership or insurance documentation?

Details of the vehicle(s) are required to ensure that applicants are applying using their own, or family / partner vehicles. This is to prevent instances of staff and students applying on behalf of others who might not be eligible and ensures that the parking exclusion zone obligations can still be met.

I don’t want to provide this information. Do I have to do so?

The Transport team will be unable to consider applications where there is no evidence of home address or vehicle details.

How much will parking cost?

Parking will cost £1.75 per day for staff and students.

How and when will I be charged?

For Residents’ permits, as part of the application process you will be invited to choose whether you pay for this twelve-month permit up front (£397.00) or monthly (£33.00). This equates to £1.75 per day, excluding bank holidays and University closure days. Please note: as soon as your permit is approved, payment will be taken.

For Pay As You Go permits, if your application is successful you will be asked to credit your account. The minimum amount you can top up is £8.75 and your credit balance will reduce each time you use the car parks, with the standard day rate charge of £1.75. Please note: you must credit your account before you park on campus or you will incur a fine. I am a Blue Badge holder. Will I now have to pay?

Currently we do not plan to introduce charging for Blue Badge holders, but this will be reviewed during the forthcoming academic year.

I’ve not used PAYG before. How do I credit my account?

You need to log in and select 'My PAYG balance box' in the top right of the screen. Select the amount you want to credit and then select 'Pay now'.

I no longer require parking and require a refund. What do I need to do?

If you no longer require parking you can request the refund yourself. You will need to log in and go to the MyPAYG balance box in the top right, then select the refund box.

My card is not being accepted and I can’t update my account. What do I do?

TPS had advised that three point check that is made by Stripe when a card payment is being made through the permit management system:

1.         Does the address being entered match the address the card is registered to?

2.         Is the card in date and not been superseded by a replacement?

3.         Are there funds available on the card?

If any of these checks are failed, payment will not be taken.

Why can't I apply for a PAYG permit if I live on campus?

We need students who live on campus to apply for a Residents’ permit (instead of a PAYG permit) because the Transport team can predict car park capacities with greater accuracy if they know how many people are keeping their car on campus.

This enables them to allocate the appropriate number of parking permits for our limited spaces, so that it is more likely that there will be spaces available within our car parks when permit holders wish to park.

How has the eligibility criteria been determined?

The eligibility criteria has been developed by the University’s Parking Eligibility Criteria Working Group, in line with staff and student feedback.

The group agreed that a range of different criteria should be considered, including priority for Blue Badge holders, a proven medical need, caring and childcare commitments, work and course requirements, and access to public transport. 

How are parking applications assessed?

Parking applications are assessed based on the information provided in individuals’ applications. In each case, the Transport team will consider applications against the criteria set out by the independent transport advisory group. The group agreed that a range of different criteria should be considered as a priority. 

Criteria for parking eligibility:

  1. Blue Badge holder
  2. Proven medical need
  3. Evidenced caring or childcare commitments
  4. Work and course requirements, including being customer facing, working shifts or undertaking work that cannot be done remotely 
  5. Access to public transport.
How do I make an appeal?

If no further information or evidence is available to support your application or if the re-application is also unsuccessful, individuals can appeal the decision based on the following grounds:

  • That the Transport team or those working on their behalf have failed to follow regulations and/or procedures, specifically the criteria above, or have failed to follow them with due care
  • That the Transport team or those working on their behalf have shown bias or prejudice towards the individual applying for parking in the way they have made their decision
  • That the decision of the Transport team was unreasonable given all of the circumstances.

Please note: you will need to provide evidence to support the reasons why you are appealing the outcome of your parking application and to support your answers to the questions below that will form the basis of your appeal. Appeals should be emailed to transportsupport@surrey.ac.uk.

What questions should I answer in an appeal submission?

When submitting your appeal to transportsupport@surrey.ac.uk, we require the following questions to be answered to enable your case to be fully considered:

  • On which ground(s) are you appealing?

Please provide further details on why you are appealing.

  • Why are the alternative travel options listed below unsuitable for you?
    • Public transport
    • Parking at alternative car parks neighbouring / close to the University

Please note all appeals will be anonymised prior to being reviewed by a Panel.

Appeals will be considered by an independent Panel on the grounds cited. The Panel will typically have five members, with membership including individuals from the Wellbeing and Welfare team, PCI, HR and the Students’ Union. The Panel will typically meet twice a year, with meetings timed alongside re-application periods for parking. However, if there is an urgent need to review a case, this will be completed via email, to enable a timely response for the individual. Following an appeal being raised, we will aim to provide an outcome in 30 calendar days.

Where am I allowed to park?

Once approved for parking on one site, permit holders will be able to park in the main car parks on the other sites. There are some exceptions as certain car parks are only available to visitors or contractors for example.

If you are approved to park at the University, you may use the following car parks:

  • West Car Park, by the GSA, Stag Hill campus
  • North Car Park
  • Manor Park Nursery Car Park
  • Manor Park CRC Car Park
  • Kate Granger Car Park (Priestly Road).

If you want to park in the Central or East car parks you will have to pay via Ringo, whether you have a parking permit or not.

 

I get dropped off at the University. Will my driver be fined?

No. There will be a 30 minute grace period for cars to enter and leave the car parks before a ticket is automatically issued.

What will you do during large events?

Large events such as open days, applicant days and graduation ceremonies will be taken into account with the new system. We will invalidate the registration numbers of staff and students on a few days of the year to free up the necessary parking spaces for these events.

Can I change vehicles on my account and can I add a temporary vehicle?

Yes. You can change the vehicles you have on a permit in your online account. Please see the Changing the vehicles on your account (PDF) document for more information. To add a vehicle, select add vehicle and upload evidence of ownership, to remove a vehicle use the delete button.

How do I make a complaint?
